VisionPower Semiconductor Manufacturing Company, the joint venture of Vanguard International Semiconductor and NXP, opened its first 300mm fab in Tampines, Singapore, on 28 September, 22 months after construction began, with first sample lot yields above 99 percent and volume production scheduled for the first quarter of 2027.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Open source Nikkei Asia reports that VIS describes the plant's capacity as sold out on AI infrastructure demand and is already considering a second Singapore facility.1 Nikkei Asia 2026-09-28 Opened 28 Sep 2026; capacity described as sold out; demand from the AI infrastructure boom; second Singapore facility under consideration; built in under two years. Open source The plant runs 130nm to 40nm processes, generations behind the leading edge, and one of its listed products is the silicon interposer that sits under AI accelerators in advanced packaging.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Open source We assess with high confidence that the AI buildout has turned a slice of mature node capacity into a constraint, and with moderate confidence that interposer supply, not just leading edge logic, will be a recurring bottleneck through 2027.
Why a mature node plant is an AI story
The obvious bottlenecks in AI hardware are the newest logic nodes and high bandwidth memory. A less visible one sits between them. Advanced packaging places a GPU or custom accelerator next to stacks of memory on a silicon interposer, a large passive die patterned with dense wiring. Interposers do not need leading edge transistors, but they need large, precise silicon area, and every accelerator shipped consumes one.
VSMC's process menu spans mixed signal, power management, analog and interposer applications, serving high performance computing alongside mobile, automotive, industrial and consumer markets.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Power management chips are the second link. VIS chair Leuh Fang has said demand for power and analog chips, especially for data centres, exceeds supply.4 Taiwan News 2026-09-29 Evaluation of a second fab accelerated; TSMC holds about 19 percent of VIS; interposers for TSMC AI packaging; about 1,000 hired toward 1,600; investment revised from NT$248.13 billion to NT$213.18 billion. Open source An AI rack draws far more power than a conventional server rack, and every watt passes through power conversion silicon built on exactly the kind of mature process this fab runs.
Singapore's position
The opening drew Singapore's Minister for Trade and Industry and the chairs of the Economic Development Board and JTC Corporation, and the plant is expected to create about 1,600 jobs at full ramp.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Open source NXP chief executive Rafael Sotomayor framed it in terms of manufacturing base and geographic resilience.3 Evertiq 2026-09-28 End markets include HPC, mobile, automotive, industrial and consumer; NXP frames the fab as geographic resilience; investment amount not stated. Open source That language is the point for NXP: an automotive and industrial chip supplier with European customers wants supply that is neither in Taiwan nor in China.
Full capacity is targeted at about 44,000 12-inch wafers a month by 2029.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Open source Numbers of that size make VSMC a meaningful specialty foundry rather than a token offshore site. The speed also matters: construction to first sample lot in 22 months, with yields above 99 percent on that first lot, is a schedule that most new fabs outside Taiwan have not matched, and it gives Singapore a concrete answer when chip companies ask how quickly capacity there can come online.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Who gains and who loses
TSMC gains packaging supply that eases its own interposer constraint, through a minority stake rather than capital spending.4 Taiwan News 2026-09-29 Evaluation of a second fab accelerated; TSMC holds about 19 percent of VIS; interposers for TSMC AI packaging; about 1,000 hired toward 1,600; investment revised from NT$248.13 billion to NT$213.18 billion. Open source VIS gains a sold out plant before volume production and pricing power on its next one.1 Nikkei Asia 2026-09-28 Opened 28 Sep 2026; capacity described as sold out; demand from the AI infrastructure boom; second Singapore facility under consideration; built in under two years. Open source NXP gains a non Taiwanese source for automotive and industrial parts.3 Evertiq 2026-09-28 End markets include HPC, mobile, automotive, industrial and consumer; NXP frames the fab as geographic resilience; investment amount not stated. Open source Singapore gains a 300mm specialty fab and the supplier ecosystem that follows one.2 Singapore Economic Development Board 2026-09-28 JV formed Sep 2024; 22 months to build; yields above 99 percent; volume production Q1 2027; about 44,000 wafers per month by 2029; 130nm to 40nm including interposers; about 1,600 jobs. Customers outside the first allocation lose. A plant described as sold out before volume production means late buyers of mature node power and analog parts, including automotive and industrial firms without AI exposure, now compete with AI packaging demand for the same wafer starts.1 Nikkei Asia 2026-09-28 Opened 28 Sep 2026; capacity described as sold out; demand from the AI infrastructure boom; second Singapore facility under consideration; built in under two years. Open source Other mature node foundries, particularly in China, face a competitor with a TSMC relationship and a geopolitically neutral address.
The counter case
Sold out is a statement about current bookings, not about 2028. AI capex has been revised up repeatedly, but if accelerator shipments slow, interposer demand falls with them and the plant reverts to competing on ordinary mature node pricing, a market with considerable new Chinese capacity. The investment plan has already been revised once, from NT$248.13 billion announced in 2024 to NT$213.18 billion after equipment procurement changes, which shows the partners adjusting scope rather than racing to expand.4 Taiwan News 2026-09-29 Evaluation of a second fab accelerated; TSMC holds about 19 percent of VIS; interposers for TSMC AI packaging; about 1,000 hired toward 1,600; investment revised from NT$248.13 billion to NT$213.18 billion. Open source A second fab is under consideration, not under construction.1 Nikkei Asia 2026-09-28 Opened 28 Sep 2026; capacity described as sold out; demand from the AI infrastructure boom; second Singapore facility under consideration; built in under two years. Open source The assessment that interposers are a durable bottleneck rests on AI packaging demand continuing to outrun supply for two more years, which is a forecast, not a fact.
What to watch
- A second fab enters the conversation immediately. With capacity sold out before volume production, expect reports within days that VIS is speeding up its evaluation of a second Singapore plant. Formal approval will take longer than one quarter.
What happened next (updated Oct 13, 2026)
On 29 September, the day after the opening, Taiwan News, citing Nikkei, reported that VIS was speeding up its evaluation of a second Singapore fab because customer requests exceeded what the first plant could handle, with roughly 1,000 people hired toward the 1,600 target.4 Taiwan News 2026-09-29 Evaluation of a second fab accelerated; TSMC holds about 19 percent of VIS; interposers for TSMC AI packaging; about 1,000 hired toward 1,600; investment revised from NT$248.13 billion to NT$213.18 billion. Open source In the coverage reviewed through 13 October, no formal approval or construction start for a second plant had been announced.
