Amazon began blocking Meta’s Muse personal agent from shopping on Amazon.com on the night of 20 September, after Meta declined a request to remove Amazon from the agent’s capabilities.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. What Amazon is actually defending
Amazon’s stated rules for agents are transparency, the ability for users to opt out, a mutual value exchange and an improved customer experience.1 Adweek 2026-09-21 Popup cites Conditions of Use; Amazon says Muse was undisclosed, does not identify itself and appears to store credentials; Amazon agent rules: transparency, opt out, value exchange; Perplexity case background. Open source The third item is the one that matters. An agent that shops on a user’s behalf bypasses Amazon’s personalization and recommendations, which Amazon itself names as a concern, and with them the advertising placements that ride on every product page.1 Adweek 2026-09-21 Popup cites Conditions of Use; Amazon says Muse was undisclosed, does not identify itself and appears to store credentials; Amazon agent rules: transparency, opt out, value exchange; Perplexity case background. Open source Amazon’s spokesperson, Lara Hendrickson, compared the required opt in to the arrangements food delivery apps make with restaurants and travel agencies make with airlines.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. Open source Those are paid, negotiated relationships. The analogy describes the outcome Amazon wants.
The cost of the block today is small. Most consumers still use bots to research products rather than to buy them, so shutting one out does not cost Amazon many sales.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. Open source The risk Amazon is pricing is the future one: if purchasing moves into agents, the agent chooses the store, and an agent that is not Amazon’s may choose elsewhere.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. Why Muse forced the issue
Muse is the first general purpose consumer agent to arrive with real scale. It recorded more than 902,000 downloads in its first six days, connects to Gmail, Google Calendar and OpenTable, and is priced from free to 100 dollars a month.3 Stocktwits 2026-09-21 Muse launched 8 Sep; number one free app in the US; 902,000 downloads in six days; free, 20 and 100 dollar tiers; Meta up more than 11 percent on 21 Sep. Open source Meta shares rose more than 11 percent on 21 September on its popularity.3 Stocktwits 2026-09-21 Muse launched 8 Sep; number one free app in the US; 902,000 downloads in six days; free, 20 and 100 dollar tiers; Meta up more than 11 percent on 21 Sep. Open source A small agent scraping Amazon is a nuisance; one with Meta’s distribution is a channel, and channels negotiate.
That distribution changes the arithmetic on both sides. For Meta, an agent that can buy only where it is welcome is a weaker product, and the store that matters most to American shoppers is the one that just closed. For Amazon, a channel of this size arriving without terms is a precedent: if Muse can shop the catalogue uninvited, so can every agent that follows, and the negotiating position Amazon wants with all of them would be lost before it was ever used. Blocking early and loudly, while purchasing through agents is still rare, is the cheapest moment to set that rule.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. The security argument is not empty. Amazon says Muse appears to store credentials and scrape account data, and reporting has documented internal Meta testing in which Muse sent emails without approval.1 Adweek 2026-09-21 Popup cites Conditions of Use; Amazon says Muse was undisclosed, does not identify itself and appears to store credentials; Amazon agent rules: transparency, opt out, value exchange; Perplexity case background. Open source But the remedy Amazon proposes, an agent that identifies itself and operates with permission, is a commercial gate as much as a safety one. It is the same position Amazon has taken against Perplexity, which it sued over its Comet shopping agents, and where an appeals court in August overturned a ruling that had temporarily barred those tools.1 Adweek 2026-09-21 Popup cites Conditions of Use; Amazon says Muse was undisclosed, does not identify itself and appears to store credentials; Amazon agent rules: transparency, opt out, value exchange; Perplexity case background. Who gains and who loses
Amazon gains if the rule of the road becomes permission first, because it holds the largest catalogue to permit access to. Amazon builds its own automated shopping tools, and those never need to ask.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. Open source Merchants that are not Amazon gain a choice: they can welcome outside agents as a distribution route Amazon has declined. Meta loses the most valuable store an American shopping agent could reach, and users lose a feature they adopted within days. Smaller agent builders lose most quietly, because any precedent that agents need explicit consent will be easier for Meta to negotiate than for a startup.
The counter case
The strongest case against our reading is that the security concern is the real driver. An undisclosed agent holding customer credentials inside an account that stores payment methods and addresses is a fraud vector Amazon would have to answer for, whatever its commercial motives. If Amazon offered Muse a disclosed, credential free path on the same terms it offers others and Meta refused, the dispute is about safety after all. Nothing reported so far shows that such an offer was made or refused, and the reported remedy, removal from the store, is the commercial outcome rather than the security one.2 Bloomberg via The Star 2026-09-22 Block began night of 20 Sep after Meta declined a removal request; Hendrickson: operate openly and respect provider decisions; little cost now, larger stakes if purchasing moves to agents. What to watch
- The block holds. We do not expect a quick deal or a lawsuit. Amazon will keep citing disclosure and security, and Meta has too much riding on its Graviton compute deal with AWS to escalate. Expect the freeze to stay in place quietly for weeks.
What happened next (updated Oct 13, 2026)
This section was added after publication. Coverage on 25 September described the block as still in place and restated Amazon’s disclosure and security objections; it also noted that Meta runs agent workloads on Amazon’s Graviton chips under a multibillion dollar deal signed in April, so the two companies remain commercial partners elsewhere.4 24/7 Wall St. 2026-09-25 Block still in place 25 Sep; Amazon Advertising 19.81B, up 26 percent; Meta runs agent workloads on Amazon Graviton chips under an April deal.
