That matters for how the cycle ends. A price driven boom reverses when buyers balk; a volume driven boom reverses when capacity overshoots demand. Memory has done the second many times, and every new fab announced this year in Korea, Japan, Taiwan and the United States is capacity that arrives in 2027 and 2028 regardless of what AI demand does in between.
Who gains and who loses

The counter case
The assessment that this is a concentration risk could be overstated if AI infrastructure demand proves durable for years rather than quarters, in which case Korea has simply become the memory supplier to a structural buildout and the surplus is a feature.
